Position Overview

  • The Vice President of Program Compliance and Data Governance provide strategic leadership to ensure FLITE Center’s programs operate with excellence, accountability, and full regulatory compliance. This role oversees program performance, data governance, and organizational compliance systems to support high-quality service delivery, informed decision-making, and long-term sustainability.
  • The VP leads program oversight, strengthens data integrity, and partners with executive leadership to align services with organizational goals, contract requirements, and community needs. This position fosters a culture of continuous improvement, accountability, and data-driven practice across all departments.

Key Responsibilities

Program Leadership & Oversight

  • Provide strategic direction and oversight for assigned FLITE Center programs to ensure alignment with organizational goals, client needs, and contractual obligations.
  • Develop, implement, and monitor program strategies, objectives, and work plans in collaboration with program leadership.
  • Evaluate program performance using data-driven approaches to ensure quality service delivery, grant compliance, and continuous improvement.
  • Oversee program budgets, invoicing, and fiscal practices to ensure responsible stewardship of resources.
  • Lead, mentor, and support program staff, fostering a high-performing, collaborative, and accountable team environment.
  • Build and maintain strong partnerships with community organizations, funders, and key stakeholders to enhance program impact and sustainability.
  • Represent FLITE Center at community meetings, funder discussions, and conferences as needed.

Compliance & Regulatory Oversight

  • Ensure adherence to all regulatory, licensing, contractual, and accreditation requirements across program areas.
  • Maintain proactive communication, reporting, and compliance documentation for external oversight bodies.
  • Ensure emergency and operational policies are clearly documented, routinely communicated, and consistently practiced.
  • Promote organizational awareness of compliance standards and hold staff accountable for adherence to regulations and procedures.
  • Evaluate the impact of internal and external factors on organizational compliance and recommend strategic updates to policies, systems, and procedures.
  • Support the development of systems and practices that reinforce strong organizational culture, risk management, and program integrity.

Data Governance & Performance Management

  • Develop and implement data governance frameworks, policies, and organizational standards that ensure data integrity, accuracy, and security.
  • Ensure compliance with data privacy laws and regulations, including GDPR, CCPA, and HIPAA.
  • Conduct data quality assessments, oversee remediation efforts, and mitigate data-related risks and vulnerabilities.
  • Maintain comprehensive data documentation (e.g., dictionaries, glossaries, data lineage) and ensure organizational adherence to data governance protocols.
  • Lead data literacy initiatives and provide training to staff on data governance best practices.
  • Serve as liaison between IT, legal, and programming teams to address data governance concerns and support data-related projects.
  • Oversee the development of agency-wide performance dashboards and reporting systems.
  • Monitor and report on agency and program performance, ensuring data-driven decision-making and accountability.
  • Prepare and present program compliance and data governance reports to the CEO and other stakeholders as needed.

Resource Development Support

  • Assist in identifying, preparing for, and securing funding opportunities that enhance program capacity and sustainability.
  • Support funder compliance efforts, including reporting, evaluation, and data requirements.
  • Requirements

Qualifications

  • Bachelor’s degree in social work, Human Services, Public Administration, or a related field. A master’s degree is preferred.
  • 7+ years of experience in program management, preferably in a non-profit or social services setting and 3+ years of experience in data governance, data management, or a related role.
  • Demonstrated experience in program development, grant compliance, implementation, and evaluation.
  • Strong leadership and team management skills with a proven ability to mentor and develop staff.
  • Excellent organizational, analytical, and problem-solving skills.
  • Strong interpersonal and communication skills, with the ability to build relationships with diverse stakeholders.
  • Experience in budget development and fiscal management.
  • Knowledge of relevant regulations, standards, and best practices in the field of social services.
  • Strong understanding of data governance principles, frameworks, and best practices.
  • Experience with data quality tools and techniques.
  • Familiarity with data privacy laws and regulations (GDPR, CCPA, HIPAA).
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work collaboratively with cross-functional teams.
  • Proficiency in data governance tools and technologies.
  • Certification in data governance or data management (e.g., CDMP, DGSP) is a plus.

  • Maintain valid driver’s license acceptable driving

  • Most work will be in-person hours at our home base, FLITE Center in Ft. Lauderdale. Training and support will be provided.
