NCDOT Accounting Operations & Budget oversees all essential financial services in compliance with state and federal laws, rules, regulations, and generally accepted accounting principles. Personnel is spread across multiple organizational units to support General Accounting, Compliance Reporting, State Project Funding, Federal Funds Management, Budget, Accounts Payable, Accounts Receivable, Payroll & Insurance, and DMV Financial Operations. NCDOT is seeking a State Project Funding Manager to direct the State Project Funding Unit, consistently execute on the core responsibilities of the position, assist in solving complex problems, and serve as a leader within the Division. In this position you would: •Prepare and review regular and ad hoc financial reports in alignment with applicable standards •Complete and review financial system reconciliations •Establish and maintain the budget for state appropriations for transportation projects in ERP •Oversee the accounting of Build NC Bonds and manage the requisition of bond proceeds from the Trustee •Supervise the creation, maintenance, funding, and closing of state funded projects in ERP •Develop repeatable standardized processes and pursue system enhancements for key financial activities •Direct the transfer of funds to other state agencies for specific programs as established in the certified budget While some regular remote work is allowed and encouraged, you will also be working on-site at NCDOT’s headquarters. NCDOT’s headquarters, known as the “Transportation Building” is located at 1 South Wilmington Street near the State Capitol building in downtown Raleigh. In this position, you would report directly to the NCDOT Controller/Director of Financial Services and interact frequently with the NCDOT CFO, other NCDOT leaders, and key staff members of the NC Office of State Budget and Management and various other state agencies. Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range: NC20 67,852-118,741 Management prefers applicants with the following: Knowledge of accounting and financial reporting within a state or local government environment Knowledge of accounting standards established by GASB Knowledge of NC OSBM policies and procedures to prepare and administer a budget under the State Budget Act Experience working with complex ERP systems such as SAP or Oracle Experience ensuring compliance with state and federal financial laws and regulations Minimum Education and Experience Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and six years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements, and reports; of which at least two is supervisory; or equivalent combination of education and experience. Some positions may require certification as a Public Accountant.
