Job Summary The City of Dallas is seeking a dynamic and experienced professional to serve as the Senior Administrator – Civil Service Recruitment and Assessment within the Civil Service Department. This senior-level leader will also oversee the daily operations of Talent Central - the City’s centralized recruitment hub serving civil service, non-civil service, police, and fire hiring functions. This role plays a pivotal part in advancing the City’s commitment to a unified, efficient, and accessible recruitment experience. Job Description Overview The City of Dallas is seeking a dynamic and experienced professional to serve as the Senior Administrator – Civil Service Recruitment and Assessment within the Civil Service Department. This senior-level leader will also oversee the daily operations of Talent Central - the City’s centralized recruitment hub serving civil service, non-civil service, police, and fire hiring functions. This role plays a pivotal part in advancing the City’s commitment to a unified, efficient, and accessible recruitment experience. The Senior Administrator will lead efforts to standardize and streamline hiring practices, strengthen partnerships with community and educational institutions, and ensure compliance with civil service policies and procedures. Acting as a cross-functional liaison, this role will drive enterprise-wide recruitment strategies, promote public service career pathways, and champion successful hiring outcomes. Reporting to the Civil Service Board Secretary and Director, this position demands productive collaboration, strategic foresight, operational excellence, and a deep commitment to innovation and inclusion in public sector hiring. Essential Functions 1 Oversee day-to-day activities of the Talent Central center, including coordination of recruitment staff, facilities, candidate services, testing processes, and strategy execution 2 Apply civil service rules and provide guidance to staff on hiring, onboarding, as well as sworn promotional processes in accordance with Civil Service rules 3 Manage complex projects and interdepartmental initiatives, lead cross-departmental efforts including scheduling and digital transformation 4 Analyze program performance and prepare reports (i.e., track applicant flow, testing access, and equity outcomes) 5 Collaborate with departments and external partners to build pipelines with colleges and workforce partners 6 Contribute to annual budget planning and ensure financial stewardship of program resources. Track and evaluate expenditures, identify cost-saving opportunities, and present quarterly financial updates to department leadership and governance bodies 7 Provide strategic guidance, coaching, and support to assigned Civil Service staff and the Talent Central team. Foster a high-performance culture that emphasizes service excellence, accountability, and continuous improvement. May supervise staff directly or lead cross-functional efforts in collaboration with department managers to ensure effective service delivery and professional growth 8 Ensure all recruitment, testing, and assessment activities are administered in alignment with federal, state, and local laws, civil service rules, and ADA requirements. Oversee the integrity, accessibility, and fairness of evaluation processes, implementing quality assurance measures to promote legal defensibility, process consistency, and candidate equity 9 Identify and address barriers in hiring workflows, candidate support, and interdepartmental processes. Resolve complex inquiries and complaints in a timely, solutions-oriented manner. Leverage feedback, data, and stakeholder input to drive continuous improvements that enhance efficiency, equity, and the overall candidate experience 10 Serve as a liaison and resource to the Talent Governance Council, contributing to strategic discussions and policy alignment. Represent the Civil Service Department and Talent Central at job fairs, hiring events, and stakeholder meetings. Effectively communicate program goals, recruitment initiatives, performance metrics, and outcomes to internal and external stakeholders to strengthen engagement and transparency Knowledge, Skills, and Abilities Strong understanding of civil service rules, hiring best practices, and compliance frameworks. Ability to lead large-scale program transformation and manage cross-departmental collaboration. Deep knowledge of applicant tracking systems (ATS), recruitment marketing, testing tools, and digital scheduling platforms. Skill in interpreting employment laws, workforce analytics, and organizational policies. Excellent communication, stakeholder management, and facilitation skills. Ability to lead with empathy, cultural competence, and equity in decision-making. Proficiency in developing, presenting, and using workforce reports and dashboards. Knowledge of public sector HR practices, civil service systems, and performance-based hiring. Proven ability to manage large-scale recruitment operations, multi-stakeholder projects, or enterprise hiring initiatives. MINIMUM QUALIFICATIONS: EDUCATION: Bachelor’s degree in Human Resources, Business Administration, Public Administration, or Management field required. EXPERIENCE: Five (5) years of progressively responsible experience in Human Resources, with emphasis on recruitment, civil service hiring, or talent strategy. AND Three (3) years’ experience in leading teams or managing complex HR programs, preferably in a public-sector or government setting. (This experience may be included in the required experience listed above.) EQUIVALENCY(IES) High school diploma or GED plus nine (9) years of the required experience including three (3) years of leading teams or managing complex HR programs will meet the education and experience requirements. Associate degree in a specified field plus seven (7) years of the required experience including three (3) years of leading teams or managing complex HR programs will meet the education and experience requirements. Bachelor's degree or higher in a non-specified field plus seven (7) years of the required experience including three (3) years of leading teams or managing complex HR programs will meet the education and experience requirements. Master's degree or higher in a specified field plus three (3) years of the required experience including three (3) years of leading teams or managing complex HR programs will meet the education and experience requirements. LICENSE: Valid driver's license and good driving record OTHER REQUIREMENTS: Position is based on-site within the Civil Service Department. Occasional travel within the city is required for community outreach and hiring events. Role involves interaction with job seekers, hiring managers, and community stakeholders. Salary Range $98,610.66 - $123,263.32 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
