Job Description Summary Department - Health Job Description Joby Type: Classified Job Classification: 5236 - Public Health Nursing Supervisor Salary Grade: 16 Pay Range Hiring Range: $75,816 - $90,979 Annually Pay Range: $75,816 - $106,163 Annually Range Explanation: Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Pay Range is the entire compensation range for the position. The Public Health Nursing Supervisor position will oversee daily clinic operations and serve as a resource leader and mentor for clinic staff. These two positions will be expected to perform ALL the duties of a registered nurse in addition to supervisory duties. Some key responsibilities include: Oversees the daily operations of the clinic, including staffing levels, nursing assignments and patient care. Steps into any role in the clinics as needed, including but not limited to, immunization administration, reproductive/sexual health screening and treatment, rooming patients, and front office duties. Coordinates new employee orientation and training schedules. Assists the nurse manager and division administration in the development and implementation of nursing policies and procedures; Acts as a preceptor for new nurses; Assures compliance with regulatory vaccine inventory, ordering, storage, and reporting and assists Nurse Manager/Vaccine Officer with quality audits; Ensures all nurses implement best practices in compliance with the outpatient treatment center licensing rules and Pima County Health Department (PCHD) policies and procedures; Participates in QA/QI activities to improve service delivery; Conducts performance appraisals and implements performance management strategies as needed; Maintains clear communication with the clinic nurse manager and Deputy Division Manager to include incident reporting, disciplinary issues, and changes in workflow or practices; Communicates in a timely manner any relevant PCHD updates or changes to guidelines for services to all nursing staff; Coordinates and participates in nursing outreach events and/or mobile outreach; Performs phlebotomies, trains staff, and assists in the lab when needed; Assists with recruitment of clinic staff; Participates in emergency preparedness activities and acts as a nursing lead for Incident Command (IC) when needed. Minimum Qualifications: Graduation from an accredited school of nursing, licensed to practice in the state of AZ AND four years of experience working as a registered nurse INCLUDING proficiency performing phlebotomies. OR: Three years with Pima County in a Public Health Registered Nurse position. (Relevant experience and/or education from an accredited college or university may be substituted.) Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): Minimum one (1) year of leadership or supervisory experience. Minimum one (1) year experience working in public or community health clinic setting. Bilingual (English/Spanish). The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process. Supplemental Information: Licenses and Certificates: State of Arizona Registered Nursing license BLS/CPR certified. Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions may require satisfactory completion of a personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems. Physical/Sensory Work Requirements: Constantly operates a computer and other office equipment in a clinic and/or office setting. Constantly observes details at close range. Occasionally stationary at a desk. Frequently moves about inside an office and/or clinic. Frequently participates in external events. Working Conditions: The Public Health Nurse Supervisor operates within a clinic setting and a professional office setting, assisting with oversight an administration of direct patient care and conducting desk-based tasks. Regular daily attendance is an essential function for this position, however, is eligible for alternative work schedules if deemed appropriate by the division leadership and clinic/program scheduling needs.
