Description of Work
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The North Carolina Department of Public Instruction is seeking applicants for a Teacher Allotment Consultant (Working Title: PSU Operations Support Analyst) for our Office of School Business Services.
The Office of School Business Services (SBS) of the Department of Public Instruction is part of Financial and Business Services. SBS has 3 primary areas of operation and 5 sections: School Data Analytics and Modernization has a Manager, 2 sections and 10 staff; PSU Budget and Program Support has a Manager, 2 sections and 10 staff; and PSU Monitoring/Compliance has a Manager, 1 section and 6 staff.
Overall, SBS supports the entire agency, the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Governor’s Office, the General Assembly staff, and the taxpayers of North Carolina. It has an oversight of over $12.5 billion in State dollars, $1.8 billion of federal funds, $1.5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc.
SBS is responsible for the State Public School Fund Budget, the allocations of funding to LEAs and charter schools and non-profits; collecting and accounting for the public school expenditures; monitoring and compliance of the use of the public funds; analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school compensation, allocation of State and Federal funds and Student accounting.
The primary purpose of this position is consultative work in the area of pupil registration, attendance, teacher allotment, and teacher load. Employees audit individual schools within an assigned area to review teacher registers, investigate the use of state allowed teachers and teaching loads, and assist school personnel in maintaining uniform school enrollment, membership, and attendance records.
Work includes the formulation of data and regulations for the improvement of teacher and student accounting policies. Work is subject to review by a section chief through periodic reports and conferences and is evaluated by the effectiveness of overall results obtained.
This position is responsible for the collection of student accounting data and ensure the accuracy and compliance of the reporting, which includes monitoring, on-site audit/reviews, and other assurances. This position ensures that the Average Daily Membership (ADM) which is the basis for all State and Federal funds allotted to the school systems ($10 billion) is reported accurately, and timely, by the LEAs and Charter Schools. This position must ensure that the school systems use and understand how data is entered and reported through the UERS Student Information System (SIS). The school systems must know of the importance of data submission to ensure that accurate and correct data is provided to the State as the basis for the state’s funding. This includes ensuring accurate and timely reporting of the School Activity Report (SAR) in SIS.
This position must also support all aspects of PSU Fiscal Operations as those interface with NCDPI. This includes Cash Management, Financial Reporting, Student Data, Compensation, and other financial operating systems that interface with DPI at the PSUs.
This position works with our data teams to ensure accuracy and compliance with the data and reporting, which may include monitoring, on-site audit/reviews, and other assurances. This position must ensure that the school systems’ use and understanding of how data is entered and reported through the various UERS (Uniform Education Reporting Systems), including the Student Information System and Financial Software’s.
The school systems must know of the importance of all types of data submissions to ensure that accurate and correct data is provided to the State as the basis for the state and federal funding that flows through to the PSUs.
This position provides the key guidance and operational support for the PSUs and provides data analysis to ensure accurate reporting of the data through DPI systems. They must be able to work with IT Operational Support teams, and the Agency Financial Services operational support teams as well as the PSU Finance operational staff.
Candidates MUST be able to work on-site at the Raleigh office a minimum of 3 days a week. There will also be travel required across the State of North Carolina as needed for audits, monitoring and training purposes.

Knowledge, Skills and Abilities / Competencies

The MOST qualified candidates will document on the application that they possess all of the following Management Preferences:
- Demonstrated experience with any Microsoft Office Suite product, and/or financial systems.
- Demonstrated experience in interpreting and analyzing fiscal, student and/or school administration data.
- Demonstrated experience in PSU Financial Operations or similar experience in business fiscal operations (including execution and supervising payroll, accounting operations, budget development, etc.) is preferred.
- Demonstrated experience in working with complex Financial and Student Information Systems (i.e. Infinite Campus, Oracle, Tyler Munis, etc.) and ability to extract and analyze data, create reports, and trouble shoot technical, policy and process issues within those systems.
- Demonstrated customer service experience, particularly in working with a variety of stakeholders in the public education setting or a similar setting.
Minimum Education and Experience Requirements

Bachelor’s degree in education, business, accounting, or related field from an appropriately accredited institution, and three years of consultation or auditing experience in public education which is specifically related to assigned work; or an equivalent combination of education and experience.
