- About the Role
- We are seeking Project Manager – AI Modernization to to support the Department of Housing and Urban Development’s Office of the Chief Information Officer (HUD OCIO).
- The Project Manager will lead the planning, execution, and oversight of our client’s AI modernization initiatives. The Project Manager will oversee agile project delivery, manage risk, coordinate with stakeholders, and ensure compliance with the client’s Project Planning and Management (PPM) Life Cycle, Agile Methodology Policy, and IT Management Framework.
- As the primary interface with client leadership, the Project Manager will ensure all deliverables are completed on time, within budget, and aligned with mission objectives.
- This is a hybrid remote position based in Washington, D.C. that will require some onsite work at the customer’s locations. An estimated 25% annual travel within the U.S. will be required.
- Responsibilities
- Lead program and project management activities using Kanban and Scrum frameworks, tailoring HUD’s PPM methodology for agile delivery.
- Plan, schedule, and conduct weekly program status meetings, document outcomes, and maintain risk/issue logs aligned with NIST AI Risk Management Framework (RMF 1.0).
- Conduct project kickoff meetings within 10 business days of award, ensuring scope, schedule, roles, and deliverables are fully aligned.
- Prepare and submit weekly status reports detailing progress, risks, funding status, staffing updates, and milestone achievement.
- Manage program risks and issues, ensuring timely mitigation and reporting through HUD-required artifacts.
- Coordinate and support stakeholder meetings and communications, including Section 508-compliant materials, demos, FAQs, and newsletters.
- Maintain and control a program documentation repository, ensuring version control, cybersecurity compliance, and accessibility.
- Support ad hoc reporting and data calls for HUD leadership, the Inspector General, and Congressional stakeholders.
- Provide program support across HUD offices, contractors, and external stakeholders.
- Develop and execute a Transition-Out Plan, ensuring seamless knowledge transfer and continuity of operations at contract conclusion.
- Requirements
- Required Experience and Skills
- 10+ years of progressive project/program management experience leading IT modernization or large-scale federal programs.
- 5+ years of experience with Agile methodologies (Kanban, Scrum) and tailoring enterprise frameworks for agile delivery.
- Demonstrated experience leading federal IT projects that comply with PPM, PMBoK, and CMMI-based standards.
- Proven ability to manage proofs of concept and pilots, including scaling pilots into production-ready solutions.
- Hands-on experience managing risk and compliance frameworks, including RMF, FISMA, and NIST guidelines.
- Experience developing and maintaining project artifacts, dashboards, and repositories for government oversight.
- Strong track record of stakeholder engagement with executive-level briefings, demos, and technical reviews.
- Ability to pass required Federal background screening and obtain and maintain both government clearance and customer approval.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Technical Skills
- Expertise in Agile project management tools (Jira, Azure DevOps, Trello, Rally) for tracking AI/ML development cycles.
- Strong knowledge of AI/ML lifecycle management (data preparation, model development, validation, deployment, and monitoring).
- Understanding of AI-ready data frameworks: data ingestion, curation, governance, metadata management, and model training pipelines.
- Familiarity with federal AI policies, ethical AI frameworks, and NIST AI Risk Management Framework (RMF 1.0).
- Knowledge of cybersecurity and compliance requirements (FISMA, FedRAMP, HIPAA, Section 508) as they apply to AI-enabled solutions.
- Experience managing teams that deliver AI-enabled proofs of concept (predictive analytics, NLP, computer vision, automation) for federal missions.
- Ability to oversee the integration of AI solutions with enterprise architecture while ensuring performance, scalability, and risk mitigation.

- Education and Training
- Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or related field (required).
- Master’s degree in Business Administration, Information Systems, or related field (preferred).
- PMP certification from PMI (required).
- Agile/Scrum certification (Certified Scrum Master or PMI-ACP) (required).
- Agile Coach Certification (strongly preferred).
- CMMI Level 3 and ITIL familiarity (strongly preferred)
- Physical Requirements
- Candidates must reside in or within daily commuting distance of Washington, D.C.
- Must be willing and able to travel an estimated 25% of time within the U.S.
- Prolonged periods of sitting at a desk and working on a computer. May occasionally need to lift up to 25 pounds.
- Pay Range
- The projected annual salary range for this position is $130,000 – $145,000 USD. Please note that the salary information listed is a good faith estimate for this position and a general guideline only. Multiple factors are considered in determining final pay for a position, including, but not limited to, the candidate’s relevant work experience, skills, education, certifications, and competencies that align with the specified role, geographic location, as well as business considerations and contract provisions regarding labor categories that are specific to the position.
