About the Role
- The Program Manager serves as the primary liaison to the customer Tech team and is responsible for the supervision and management of all contractor personnel supporting the customer Tech Transformation Team (AT3) initiative. This key leadership role oversees comprehensive program management for Tech's mission-critical technology operations supporting ~2,500 customer personnel with a $90M annual IT budget, managing 50+ applications and 150+ systems while coordinating multiple contractor teams. The Program Manager will lead large-scale transformation initiatives during a period of significant organizational change (40% staffing reduction and potential consolidation) while maintaining operational excellence across complex federal technology ecosystems. This position requires immediate performance capability from day one with no government-provided training, managing high-volume operations including 1,300+ annual tickets, 200+ solution architect activities, and direct coordination with federal oversight bodies.

Executive Program Leadership & Crisis Management
- Serve as primary contractor liaison to the customer Tech leadership and senior government stakeholders including direct interactions with OIG, GAO, and OMB
- Lead program management during critical organizational transformation including 40% staffing reduction and potential agency consolidation
- Provide executive-level crisis management and continuity planning for mission-critical technology operations serving vulnerable children and families
- Manage contractor team supervision across all functional areas while maintaining service continuity during organizational restructuring
- Develop and execute comprehensive change management strategies for large-scale federal technology transformation
- Ensure zero disruption to mission-critical systems that directly impact the customer’s vulnerable populations during organizational changes
Large-Scale Technology Ecosystem Integration
- Serve as "technology ecosystem integrator" coordinating all the customer Tech programs and services under comprehensive strategy
- Manage integration across multiple contractor teams providing infrastructure, cybersecurity, privacy, and application support services
- Coordinate with HHS OCIO divisions to streamline IT services under unified governance framework affecting department-wide operations
- Oversee transformation from fragmented technology ecosystem to federated enterprise services model
- Manage complex technology portfolio including 50+ applications, 150+ systems with 1-5 interfaces/integrations per system
- Lead enterprise-wide initiatives including NGSC migrations, Okta authentication, and Azure implementations
High-Volume Operations Management
- Organize and direct all contract operational support functions managing 1,300+ annual support tickets across multiple channels
- Oversee 200+ annual solution architect activities including system registrations, software assessments, and FITARA reviews
- Manage 60+ annual acquisitions with coordination across federal acquisition lifecycle and vendor management
- Coordinate 110+ annual FITARA reviews with peak periods requiring intensive oversight and compliance management
- Ensure operational excellence across daily operations while managing surge capacity requirements within 15-day deployment windows
- Maintain service level agreements: 1 business day for access requests, 10 business days for configuration requests
Multi-Contractor Coordination & Integration
- Lead coordination with multiple prime contractors providing infrastructure operations, cybersecurity, privacy, and application development services
- Establish and maintain integrated service delivery across fragmented contractor landscape to provide seamless customer experience
- Manage contractor performance integration ensuring all services comply with federal standards and industry best practices
- Coordinate cross-contractor resource allocation, knowledge sharing, and unified service delivery approaches
- Resolve inter-contractor conflicts and ensure collaborative service delivery during high-stress operational periods
- Establish unified governance frameworks across multiple contractor teams while maintaining individual contractor accountability
Federal Oversight & Compliance Management
- Maintain direct interface with federal oversight bodies including OIG, GAO, and OMB requiring executive-level briefings and rapid response capabilities
- Prepare and deliver comprehensive briefings on program performance, compliance status, and risk mitigation to senior federal officials
- Ensure 100% compliance with federal mandates including FISMA, FedRAMP, FITARA, NIST, and Executive Order 14158 (DOGE)
- Manage audit readiness and coordinate responses to federal oversight inquiries with zero tolerance for compliance failures
- Provide proactive risk identification and mitigation strategies to prevent issues from escalating to oversight body attention
- Maintain comprehensive documentation and performance metrics for federal accountability and transparency requirements
Strategic Performance & Financial Oversight
- Manage $90M annual IT budget with proactive financial oversight and cost optimization strategies
- Ensure 90%+ of deliverables are delivered on agreed-upon timelines without requiring substantial government rework
- Achieve and maintain 90%+ customer satisfaction ratings across ~2,500 customer personnel and stakeholder community
- Provide weekly status reports (WSRs), monthly contract status reports (CSRs), and comprehensive performance tracking
- Deliver strategic cost-saving recommendations and investment optimization strategies for federal budget efficiency
- Maintain performance excellence during organizational turbulence while identifying opportunities for operational improvements
Transition & Knowledge Management
- Prepare comprehensive transition-out plans including configurations, system requirements, and institutional knowledge transfer
- Manage knowledge preservation during 40% staffing reduction ensuring critical operational knowledge is retained and transferred
- Ensure contractor teams become self-sufficient experts with comprehensive knowledge sharing across organizational changes
- Transfer all documentation, solution components, and related artifacts to government with complete institutional memory preservation
- Maintain 100% documentation retention and audit readiness throughout organizational transformation period
Required Professional Skills
- Large-Scale Program Management: Minimum 15+ years of complex program management experience in federal IT environments with budgets exceeding $75M and 1,000+ end users
- Crisis & Change Management: Minimum 5+ years leading organizations through major transformations, downsizing, consolidations, or crisis situations with proven track record of maintaining operational excellence
- Multi-Contractor Integration: Minimum 7+ years coordinating multiple prime contractors in complex federal environments with experience resolving inter-contractor conflicts and ensuring unified service delivery

- Federal Experience: Minimum 10+ years of direct federal government contracting experience with agencies managing budgets exceeding $50M
