Type of Requisition: Regular Clearance Level Must Currently Possess: None Clearance Level Must Be Able to Obtain: None Public Trust/Other Required: None Job Family: Program Delivery and Execution Job Qualifications: Skills: Documentations, Finance, Microsoft Excel Certifications: None Experience: 2 + years of related experience US Citizenship Required: No Job Description: Program Analyst Associate (Financial) Responsible for providing ongoing analytics and identifying issues related to a variety of non-technical and technical project deliverable(s); as it relates to requirements determination, conceptualization, design, development, testing, verification and validation, documentation, and implementation. Conducts research and analytical studies on a variety of programs and issues; coordinates and expedites reports and program deliverables; develops procedures; formulates recommendations and prepares invoices. Conduct organizational analysis and evaluations, determine functional requirements, ensuring all financial deliverables are accurate and on time. Job Duties and Responsibilities Responsible for various business and financial functions such as creating client proposals, invoicing, budgeting, forecasting, auditing and analysis Supports team in managing, tracking, and reporting client and service level data as requested Participates in preparation of funding applications and contract proposals Maintains appropriate records and documentation Ensures compliance with internal policies and procedures and government regulations Participates in ad-hoc/special projects as required Required Qualifications Bachelor's degree in accounting, finance, or related field; OR equivalent combination of work experience, education and/or training (or four years total related experience in lieu of bachelor’s degree) Strong MS Excel skills with experience using advanced formulas and VBA macros Strong communication skills for both internal and external communications Ability to collaborate effectively with technical departments Strong organization skills and high focus on accuracy and consistency Strong analytical and problem-solving ability Ability to work with little or no supervision Preferred Qualifications Ability to identify process inefficiencies and implement process improvements Experience with the FCC’s “E-rate” Program Experience with producing contract work orders Experience in government contracting and knowledge of different contract types The likely hourly rate for this position is between $26.17 - $35.41. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
