Description of Work The NCDOT Office of Civil Rights (OCR) promotes equal access and opportunity in transportation programs for our customers, employees, and applicants. OCR is responsible for administering several programs in support of its mission and goals. The OCR works to foster equal opportunity for all in NCDOT services; conduct compliance reviews of covered entities that are required to comply with nondiscrimination laws and regulations; provide training and technical assistance to covered entities; conduct statewide outreach to help individuals and covered entities understand rights and obligations under discrimination laws; provide individuals with needed training in order to perform position requirements on NCDOT projects; and provide business and technical training to improve the efficiency and skills of small businesses to increase their economic viability. This position provides essential support to both the HBCU and OCR units by managing key financial and accounting functions, including the full cycle of procurement and contracting compliance, banking operations, bank reconciliation, and departmental accounting. Core responsibilities include ensuring adherence to procurement regulations, streamlining contracting processes, and this role oversees departmental accounting activities such as accounts payable, budget formulation and reporting, and fixed asset management, thereby enhancing financial oversight, accountability, and operational efficiency across all units within HBCU and OCR. This position will also serve as the grant accountant with the primary responsibility for all grant accounting activities. Extensive federal grant responsibilities related to Title 23 FHWA grants, including drawing Federal funds, Federal expenditure reporting, and recording grant awards in SAP. The expenditure reports are required by the Federal government and must be completed in order to continue to receive funding and avoid penalties, other job responsibilities include the following: Assist the Accounting Manager in the preparation of the annual financial statements requested by FHWA. Ensure statements comply with generally accepted accounting principles as promulgated by the Governmental Accounting Standards Board (GASB). Ensures new technical guidance (GASB standards) is incorporated in financial statements as required. Responds to inquiries made by the executive management regarding OCR financial information. Communicates both oral and written information to NCDOT management related to financial reporting. Reviews the budget reports for OCR & HBCU operating funds. Works with the Departmental Accounting section to ensure that the budget is in line with the most recent Board actions. Ensures adequate funds are in the account to fund anticipated accounts payable. Reviews financial information reported in the Department’s Annual Report, Board meeting materials, or other external documents for consistency and accuracy. Receives, analyzes, and recalculates required FHWA quarterly/yearly reports submitted by OCR managers. Analyzes, if applicable, reconciles comparison of expenditures listed on the FHWA report to SAP, and determines if manager’s cost is within the Statement of Work (SOW’s) for review by FHWA program manager. Reviews invoices made by OCR staff to ensure proper recording costs , Ensure cost are accurate mathematically and have been accrued to proper accounts. Works with OCR staff to complete the payment process. Interpret and implement Federal regulations. Heavy interaction with other sections of the NCDOT Office of Inspector General the Controller, Divisions Budget Offices and also with representatives of the Federal Government. Knowledge Skills and Abilities/Management Preferences HIRING RANGE: $45,296 - $76,105 Salary Grade: NC12 Management prefers applicants with the following: Demonstrated ability in analyzing various financial data and preparing financial reports Experience with accounting principles and practices Experience with Excel software and creating spreadsheets Experience with researching and resolving problems Experience in independently developing, negotiating, and managing procurement contracts over $1M across all stages of the contract lifecycle.
