Description of Work This position serves as the Plan Review Engineer within the Environmental Health Section of the Division of Public Health, responsible for reviewing plans for the construction and remodeling of chain and franchise food and lodging establishments across North Carolina. The role provides technical consultation to local environmental health departments, architects, engineers, and contractors to ensure compliance with applicable public health and safety regulations. The engineer supports statewide consistency in plan review through training, resource development, and interagency collaboration. Key Duties Include: - Review engineering plans and specifications for food service, lodging, and institutional facilities to ensure compliance with applicable public health rules and codes. - Provide technical consultation to local Environmental Health Specialists, architects, engineers, and contractors regarding facility design and regulatory requirements. - Conduct site visits to assess construction progress, resolve design issues, and verify compliance with health and safety standards. - Develop and deliver training materials for Environmental Health Specialists during Centralized Intern Training (CIT) and State of Practice (SOP) courses. - Maintain and update the plan review application, database, and guidance documents on the Section’s website. - Interpret and communicate regulatory requirements through policy letters, memos, and presentations at district and regional meetings. - Collaborate with state agencies such as the Department of Public Instruction, Department of Insurance, and Department of Administration to align plan review practices. - Conduct inspections of new and existing facilities to identify and address compliance issues during renovations or operational changes. - Facilitate plan review workshops and provide hands-on training to promote consistency and accuracy in plan evaluations statewide. - Participate in rule development committees and contribute to the creation of procedures, guidelines, and resource materials for plan review. Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $61,545.00 - $107,703.00 Recruitment Range: $61,545.00 - $70,000.00 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. Applicants who possess the following skills are preferred: Demonstrated experience reviewing engineering plans and specifications for food service or lodging facilities using applicable public health codes and building standards. Experience in interpreting and applying the FDA Food Code and North Carolina building or plumbing codes to facility design and construction projects. Documented experience using digital tools and databases to track plan review submissions, generate technical reports, and maintain regulatory documentation. Proven experience delivering technical training and developing instructional materials for environmental health professionals in a regulatory or compliance setting.
