Conduct customer discovery interviews with Illinois solar developers to identify their pain points in navigating CEJA compliance and the Illinois Shines program. Scope of Work: Identify and reach out to a set number of Illinois solar developers (e.g., 10–15). Conduct structured interviews (30–45 min each, virtual or phone). Collect, organize, and synthesize findings into a report. Highlight recurring themes, direct quotes, and potential opportunities for solutions. Deliverables: Interview transcripts/notes. A summary report with themes, pain points, and suggested solution opportunities. A table comparing developer challenges across categories (compliance, workforce, portal, etc.).
