- IPMS Technician Support (Level III) Primary Location: Springfield, VA (NGA Campus)

- Obsidian Solutions Group (OSG) is seeking an experienced IPMS Technician Support (Level III) to manage operations of the In Place Monitoring System (IPMS) console. This role ensures the console is properly staffed and that all signals and anomalies meeting established threat thresholds are resolved within timelines set by the NGA TSCM Program Manager. Resolved signals must be documented in monthly and quarterly reports. The technician will monitor and report IPMS console health status when operational capability is reduced, and ensure all IPMS and Signal of Interest reports are accurate, complete, and submitted on time. Responsibilities also include supporting IPMS-related activities that align with the NGA TSCM program, TSSC modernization goals, and the Office of Counterintelligence Technical CI Division.

Responsibilities
- Operate, maintain, and troubleshoot the garrison IPMS, resolve and coordinate IPMS anomalies with TSCM personnel
- Research and investigate new or improved industry practices and tradecraft for application to the agency IPMS programs/operations
Conduct Daily IPMS activities which can include
- Perform strategic analysis according to procedure guide and within established timeframes
- Perform daily, monthly and annual operations and maintenance tasks according to established policies and timeframes
- Identify and troubleshoot system malfunctions and report findings/status to customer
- Perform Radio Frequency signal of interest related searches
- Assess and locate signals of interested discovered during surveys, system notification and IPMS operations
- Conduct TSCM operations consistent with National and DoD policies governing the employment of TSCM tactics, techniques, and procedures
- Ensure NGA compliance with ICD 705, Physical Security Standards for SCIFs, and DoD standards for collateral areas
- Identify physical and acoustical security deficiencies and develop corrective actions to mitigate the identified deficiencies
- Analyze complex physical and technical security issues and provide cost-effective recommendations that meet policy requirements
- Provide recommendations and guidance for NGA facilities under construction
- Assist with maintenance and day-to-day monitoring of IPMS program in order to maintain mission functionality and authorization to operate in the enterprise environment
- Assist in determining best practices related to IPMS and wireless efforts
- Conduct IPMS operations consistent with National and DoD policies governing the employment of TSCM tactics, techniques, and procedures
- Ensure all personnel assigned to the IPMS mission are trained in accordance with National standards for the conduct of TSCM operations and are qualified to operate the in-garrison IPMS as well as understand and comply with IPMS regulations
Requirements
- Active TS/SCI
- Demonstrated experience writing and editing of technical documents
- Shall have experience with RF theory and direction finding
- Shall have an Interagency Training Center (ITC) TSCM Certification
- Shall complete at least 40 hours of discipline-specific development or refresher training every fiscal year.
- Shall meet minimum training requirements, within one calendar year of assignment, for access to DoD networks in accordance with DoDD 8140.01, by attaining and maintaining at least baseline certification for DoD 8570.01-M Information Assurance Technician Level II (IAT2) compliance, at the sole expense of the contractor
Desired
- Possess a Bachelor’s degree in Computer Science, Engineering or a related technical discipline • Be a credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy, etc.)
- Travel
- Travel may be required to various NGA facilities and other government locations as mission dictates (estimated 10-25%)
