- The Housing Stability Coordinator is responsible for overseeing the rapid placement and stabilization of households who have experienced homelessness into safe, decent, and affordable housing. This position is a key liaison for the Rental Subsidy Program and supervises a team providing housing support, crisis intervention, case management, and advocacy for clients, in addition to carrying a small caseload. Clients in these programs may have a history of chronic homelessness, temporary housing instability, and/or domestic violence; therefore, this position ensures the program staff provide trauma-informed services, linking the individual to essential resources to increase their safety, stability and empowerment. Staff conduct intake and assessment services, housing location services, and conduct follow-up as specified in the individual client service plan, and as needed by funder's requirements. The position ensures that confidentiality protocols and service delivery are implemented according to the Office of Violence Against Women (OVW), Violence Against Women Act (VAWA), and Philadelphia’s Office of Homeless Services (OHS) standards. The Housing Stability Coordinator acts as a liaison between housing services, domestic violence services, workforce and financial coaching services, external housing entities (i.e. Emergency Beds Program), and processes emergency assistance funds. The Housing Stability Coordinator plays a key role in ensuring clients achieve housing stability, overall well-being and economic self-sufficiency.
- This position reports to the Housing Stability Manager. This is a HYBRID position with onsite work conducted at Congreso’s main office, in the community, emergency shelters, client’s home, and on the Philadelphia Domestic Violence Hotline.

- ESSENTIAL FUNCTIONS

- Program Coordination
- * Provides oversight of the Rapid Rehousing program and employment support services for housing clients.
- * Ensures program staff comply with funder regulations and guidelines, including OHS and other funder standards.
- * Formally approves clients for admission and discharge of programs.
- * Reviews, approves, and processes client financial assistance, including coordinating with the Fiscal Department to resolve any payment issues, and verifying rental subsidy calculations.
- * Routinely provides oversight of client case files, ensuring compliance with funder regulations, including audit guidelines, and supports the Program Manager in preparing for program audits.
- * Serves as the principal liaison between housing services, financial coaching, employment support, and other resources for clients.
- * Supports the Employment Specialist in building partnerships with local employers and training partners
- * Provides oversight of the employment services, including reviewing client action plans and case progress with the Employment Specialist
- * Prepares all required statistical, narrative, and funder reports in a timely manner.
- * Represents organization at meetings, coalitions etc.
- Personnel Management
- * Participates in the recruitment, hiring, and training of program staff.
- * Manages caseload assignments and productivity expectations.
- * Meets weekly or biweekly, as needed, with staff individually to provide structured supervision and guidance.
- * Builds a team environment that prioritizes psychological safety, innovation, and resource-sharing
- * Provides backup case management services in the absence of one or more staff.
- * Conducts evaluation of all staff to whom direct supervision is provided.
- Case Management
- * Provides counseling, case management, referral linkage, advocacy, and educational services at Congreso’s main office, in the community, within emergency shelters, and within client’s home.
- * Provides on-going crisis intervention, advocacy, case management and resources to a specific number of clients as determined by the agency and funding source.
- * Conducts the initial client intake, which includes: an agreement to services, a needs assessment, and the mutual development of a goal/service plan.
- * Maintains contact with landlords and realty agencies, assist clients with identifying safe housing, conduct home inspections with client, and negotiate lease agreements with landlords.
- * Conducts client follow-up as needed by client and as specified in the individual client service plan, and by program service requirements.
- * Complies with all client confidentiality regulations as specified by agency, funding source, local, state and federal regulations.
- * Maintains accurate and up to date client files and documentation, as well as landlord and other entity payment data.

- * Ability to effectively use standard office equipment, including a variety of common software programs such as Office365, UNIDAD, and other customized databases.
- * Follows through on assignments, works in a timely manner, within established deadlines, and completes special projects specific to the function of the department, as needed or as directed by supervisor.

- * Strong written and verbal communication skills including effective and respectful communication with individuals and groups.
- * Bilingual (Spanish/English) written and verbal skills a plus.
- SUPERVISORY RESPONSIBILITIES:
- This position supervises up to five case managers, including Rapid Rehousing Specialists.
- MINIMUM EXPERIENCE, EDUCATION, AND QUALIFICATIONS
- MINIMUM EDUCATION:
- Bachelor’s degree in counseling, psychology, social work or related field, required. A suitable combination of education and direct counseling experience in a related field may be considered in lieu of the Bachelor’s degree requirement.
- MINIMUM EXPERIENCE:
- 2-3 years’ work experience in housing case management and domestic violence services required.
CERTIFICATION/LICENSE
- +40-hour Domestic Violence training certificate from an approved PCADV training program required and may be completed post-hire.
- Mandated Reporter and Supporting Children and Families with Disabilities training certificates required and may be completed post hire.
