  • Position Summary
  • The Grants Manager provides leadership and oversight for the financial management of all federal, state, local, and private funding streams that support the agency’s Head Start, Early Head Start, Healthy Families, CACFP, and other community programs. This role serves as the primary liaison between Finance and Program leadership, ensuring that budgets are accurate, expenses are allocated properly, and all reporting is timely and compliant with funder requirements.
  • Essential Duties and Responsibilities
  • Budget Development & Management
  • Lead the preparation of annual and continuation budgets for all programs, including Federal Head Start/Early Head Start (SF-424A, SF-425), Oregon Pre-Kindergarten (OPK), Healthy Families Oregon, CACFP, and other state or private grants.
  • Partner with program directors to create and manage grant budgets aligned with program goals, Head Start Performance Standards, and state requirements.
  • Grant Monitoring & Compliance
  • Track and reconcile expenditures against grant budgets; identify and communicate variances to CFO and program managers.
  • Ensure compliance with 2 CFR Part 200 (Uniform Guidance), Head Start Performance Standards, USDA CACFP rules, and state contract requirements.
  • Review payroll allocations and time & effort certifications to confirm accuracy and compliance.
  • Maintain allocation methodologies and support documentation for audit and monitor reviews.
  • Reporting

Prepare and submit timely financial reports for all funders, including

  • ? Federal Financial Reports (SF-425) for Head Start/EHS
  • ? State fiscal reports for OPK and Healthy Families Oregon
  • ? USDA CACFP claims
  • ? Reports for other states, local, and private grants
  • Provide monthly budget-to-actual reports and variance analyses.
  • Maintain a master calendar of grant reporting deadlines.
  • Collaboration & Training
  • Serve as fiscal partner to program managers by training them on budget monitoring and grant compliance.
  • Participate in leadership and planning meetings to align fiscal strategy with program needs.
  • Other Duties
  • Assist with proposals and budgets for new grant opportunities.
  • Support CFO in presenting grant and financial updates to the Board of Directors and Policy Council.
  • Perform other duties as assigned.
  • Requirements
  • Bachelor’s degree in accounting, Finance, Business Administration, or related field.
  • Minimum 5 years’ experience in nonprofit grants management or fund accounting, with at least 2 years in federal or state grant administration.
  • Knowledge of Head Start/Early Head Start fiscal requirements, including Uniform Guidance (2 CFR 200), OHS reporting, OPK, CACFP, and state-funded programs such as Healthy Families.
  • Experience managing multiple funding sources, including unrestricted funds.
  • Strong analytical, problem-solving, and Excel/reporting skills.
  • Proficiency in nonprofit accounting systems (e.g., Abila MIP, Microix, Paylocity, or similar).
  • Excellent communication and collaboration skills, with the ability to explain financial concepts to non-financial staff.
