- The Allentown Parking Authority is a non-profit municipal Authority incorporated under the laws of the Commonwealth of Pennsylvania. It was established through legislation passed by the Allentown City Council. The Authority is governed by a five-member Board of Directors appointed by the Mayor of Allentown. The Allentown Parking Authority manages, supervises, and administers an efficient system of both on-street metered parking and off-street parking within the City of Allentown. The on-street program consists of 1500 metered spaces. The off-street parking program consists of six garages and 22 surface lots. Our mission is to operate, monitor, and maintain convenient and accessible parking facilities and on-street parking opportunities within the City of Allentown. The Allentown Parking Authority works to balance the parking needs of residents, employees, business and property owners, and visitors while enforcing parking ordinances and providing appropriate access to parking.
- We are seeking a candidate who prioritizes integrity and trustworthiness in the execution of the Authority’s parking enforcement operations. This role will work primarily in an office but will have fieldwork assignments as well. This position requires both the effective supervision of others and the ability to take direction.
- The Enforcement Weekend Overnight Supervisor/Mid-Shift Dispatch will report to the Enforcement Manager. This position is responsible for supervising and training the Parking Enforcement Officers.
- Hours of work – Third Shift Weekends / Second Shift Weekdays. Friday/Saturday 11:00PM-7:30AM, Monday-Wednesday 3:00PM-11:30PM, or as needed. This will begin after we believe you have been sufficiently trained. Training will take place Monday-Friday from 7:00AM-3:30PM. Hours and shifts may vary. Holidays Included.
ESSENTIAL FUNCTIONS
Staff Supervision and Training
- Supervise, train, and evaluate parking enforcement officers and other staff.
- Implement training programs and materials and provide feedback
- Schedule shifts and assign tasks to ensure coverage and efficiency.
Operations Management
- Oversee daily parking enforcement operations, including ticket issuance and vehicle immobilization.
- Ensure proper maintenance and functionality of enforcement equipment.
- Ensures that PEO staff is fully supplied with all needed uniforms and equipment
Customer Service
- Address and resolve complaints from the public regarding parking citations and enforcement practices.
- Provide information and assistance to the public about parking regulations and procedures.
- Handle appeals and disputes related to parking violations.
Compliance and Regulation
- Ensure enforcement activities comply with local, state, and federal laws and regulations.
- Stay updated on changes in parking laws and regulations and implement necessary adjustments.
- Enforce policies and procedures for parking enforcement.
Reporting and Documentation
- Maintain accurate records of enforcement activities and citations.
- Prepare and submit reports on enforcement operations, including statistics and analysis.
- Oversee the management of parking violation databases and ensure data integrity.
Coordination and Collaboration
- Coordinate with other internal departments and entities (such as public works and police) to address issues
- Participate in community meetings and events to discuss parking concerns and enforcement policies.
- Collaborate with external vendors and service providers.
Continuous Improvement
- Analyze enforcement data and trends to identify areas for improvement.
- Develop and implement strategies to enhance compliance and reduce violations.
- Foster a culture of continuous improvement within the enforcement team.
Dispatch
- Operate a radio at the control point of a radio communication system
- Receive and relay radio messages
- Transmits and receives communications essential to official activities in accordance with and applicable Federal Communications Commission regulations and policies
- Monitor security cameras or other related CCTV equipment as needed
- Utilize ticket management system with an understanding of parking practices
- All other duties as assigned.
- Requirements
QUALIFICATIONS
- · High School Diploma or equivalent
- · College degree preferred
- · Prior supervisory experience preferred
- · 3+ years’ relevant experience
- · Must possess and maintain a current Driver’s License throughout employment
- · Advanced PC skills (Excel, PowerPoint, Word, and Outlook)
- · Ability to clearly communicate verbally and in writing
- · Excellent Interpersonal skills
- · Strong problem-solving and decision-making abilities
- · Outstanding planning and time management skills
- · Sound judgement in making decisions
- · Must be able to work under limited supervisions, exhibiting self-discipline and motivation
- · Professional and courteous demeanor when dealing with the public
- · Awareness of laws, City Ordinances, and other regulations under which the Authority operates
- · Ability to represent the Authority
- WORKING CONDITIONS
- · Out-of-town and overnight trips are possible.
- · Some off-site work at other program sites is possible.
- · Employee is an Essential Employee and is required to report to work and work outside in all weather conditions
