About

This is advanced, professional, technical, and analytical work in emergency management and disaster preparedness, response, recovery, and mitigation for the City of St. Petersburg’s Office of Emergency Management within the Fire Rescue Department. The ideal candidate will have strong disaster planning skills, problem solving and critical thinking abilities, and proven real-world experience in emergency management.

Responsibilities:

  • Developing, implementing, reviewing, and evaluating new, existing, or improved operational plans, programs, policies, and procedures. This includes cultivating a culture of preparedness throughout the city.
  • Serving as a key liaison to foster strong working relationships with internal and external stakeholders, including city officials, elected officials, department members, and community organizations, to ensure a coordinated and effective response to emergencies.
  • Writing, editing, and reviewing strategic plans, program directives, and incident planning documentation consistent with the National Incident Management System (NIMS).
  • Coordinating the public education component of the EM program; capable of speaking in public to both professional and community audiences.
  • Developing or supporting exercise and real-world incident after action reports.
  • Analyzing information related to organizational structures, programs, services, methods, reports, and procedures to improve the City’s ability to prepare for, respond to, recover from, and mitigate the impacts of man-made and natural disasters.
  • Ensuring Emergency Management Accreditation Program (EMAP) standards are continually met to maintain accredited status.
  • Able to support a variety of roles in the Emergency Operations Center, including overall coordination, if needed.
  • Resolving difficult outcomes through analysis and collaboration with a supervisor.
  • The exercise of considerable independent judgement, ingenuity, and initiative in completing assigned tasks.

Salary: $59,648 - $95,097

To Qualify


Minimum Qualifications. Applicants must:

  • Possess a valid Bachelor’s degree in emergency management or related field with coursework in emergency management (homeland security, public health, public administration, etc.) – or – a Bachelor’s degree with related emergency management training or experience.
  • Have at least two (2) years of practical emergency management experience or disaster-related work experience.
  • Possess and maintain a valid Driver License.
  • Have completed the required training or must be able to complete the required training within one (1) year of appointment to the position to include but may not be limited to: G-300: Intermediate ICS for Expanding Incidents, G-400: Advanced ICS Command and General Staff, and G-2300: Intermediate Emergency Operations Center Functions.
  • Have strong research and writing skills.
  • Possess excellent computer skills to include practical work in Microsoft applications (i.e., Excel, PowerPoint, Teams, etc.).
  • Be comfortable and competent speaking in public and facilitating trainings to both professional and community audiences.
  • Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.

Desirable Qualifications. Preferred applicants:

  • Have progressive and responsible practical experience in emergency management, preferred within local government.
  • Have considerable knowledge of emergency management policies and procedures at all levels of government to include laws, statutes, ordinances and executive authorities related to the declaration of disasters, disaster preparedness, response, recovery and disaster-related public assistance programs.
  • Are a Certified Florida Professional Emergency Manager (FPEM) or Florida Associate Emergency Manager (FAEM) through the Florida Emergency Preparedness Association (FEPA).
  • Have experience in planning for and activation of an emergency operation center (EOC).
  • Have experience writing, updating, and evaluating comprehensive emergency management plans, continuity of operations plans (COOP), and continuity of government (COG) plans.
  • Have experience working in an EOC during a real-world disaster.
  • Have experience with the Emergency Management Accreditation Program (EMAP).
  • Are able to prepare detailed reports, summaries, briefs, and recommendations and able to clearly present the information to City staff, Management, outside organizations, and the public.
