  • JOB SUMMARY
  • Position Title: Early Learning Supervisor
  • Program: Thrive to Five
  • Classification: Exempt/Full Time
  • DUTIES AND RESPONSIBITIES
  • Program Compliance at Site Level
  • -    Responsible and manages direct line staff are knowledgeable and skilled in implementing regulations and programming requirements of all active funding streams.
  • -    Supports program leadership in review of Thrive to Five policies and procedures.
  • -    Continues to learn about current research directly related to early learning.
  • -    Stays abreast of changes with regulatory agencies and both federal and state grants.
  • -    Tracks and maintains direct line staff implementation of the accountability calendar.
  • -    Conducts on-going site visits to ensure program compliance.
  • -    Responsible to work with program cabinets to respond to informal and formal concerns of non-compliance with regulatory agencies, as well as federal and state funders.
  • High Performing Culture for Teaching & Learning
  • -    Provides leadership and manages adequate staffing to meet classroom needs.
  • -    Provides leadership and appropriate response to any HR related personnel issues.
  • -    Communicates and supports as needed with cabinet leadership that may affect licensing and or good standing of any federal or state funds.
  • -    Identifies and supports to identify professional development needs of their team.
  • Client/Customer Service
  • -    Provides ongoing support to ensure strong customer service.
  • -    Supports direct line staff in managing customer grievance in a timely, effective manner.
  • -    Reports to the director of education operations and client concerns or grievances that may affect licensing or federal/state grants.
  • -    Collaborates with the coordinators and direct line staff to ensure strong enrollment and effective transitions of children receiving service.
  • -    Responsible for implication of fee for service clients per DHS and ELRC regulations (Early Learning Centers only).
  • Organization Alignment
  • -    Collaborates with leadership and direct line staff to endure alignment, congruence and clarity of program operations.
  • -    Collaborates with coordinators, peer supervisors and direct line staff further our purpose and identity.
  • -    Responsible for effectively communicating systems of feedback to the direct line staff for implementation.
  • Leadership & Collaboration
  • -    Provides reflective supervision to all direct line staff.
  • -    Manages ADP for direct line staff payroll; reviews timecards/mileage forms and activity reports as appropriate.
  • -    Works with team members to develop and provide professional development to create a high performing culture.
  • -    Collaborates with Directors Coordinators and direct line staff to ensure time and resources are dedicated to the consistent implementation of all Head Start Program Performance Standards and DHS regulations at the classroom level as part of the annual comprehensive professional development agenda.
  • -    Works to establish mutually respectful partnerships with local school systems and community partners.
  • -    Collaborates with the Coordinator of Early Learning to provide leadership for program and assist with reports, grant applications and renewals, self-assessment processes and continuous quality improvement initiatives.
  • -    Models CAP values and professionalism.
  • -    Performs other duties as assigned.
  • EDUCATION/EXPERIENCE REQUIREMENTS
  • Minimum Qualifications: Bachelor’s degree in Early Childhood Education (ECE), Social Work, or in a related filed with at least 18 ECE credit hours.
  • Preferred Qualifications: Master’s degree in Early Childhood Education, Social Work, School Administration or related field.

Other Qualifications

  • -    5 years of experience in providing ECE services.
  • -    3 years of experience in supervision of staff and administration.
  • -    Experience using adult learning principles and training adults.
  • -    Experience with federal and state ECE regulations.
  • -    Ability to work general hours of operation. Must be on site at a location for minimum of 30 hours a week.
  • -    Ability to travel throughout the county to classrooms, homes, partnership meetings, trainings, and conferences.
  • -    Ability to travel outside of the county.
  • -    Ability to lift 25 lb. and move 50 lb. with the assistance of a wheeled cart.
  • -    Ability to work offsite if it enhances productivity and is in the best interest of the program and agency.
  • -    Reasonably close and distant visual acuity to conduct classroom and program observations.
  • -    Ability to navigate a classroom or home environment: sit in close proximity to children, participate in activities.
  • -    Ability to sit for periods of times in meetings or to work.
