Description of Work This is an Engineering Supervisor III level position that involves general administrative responsibilities and specialized professional supervision in highway engineering. Serves as the District Engineer for Durham, Granville, and Person Counties. Manages all aspects of the District Office to include personnel, daily operations, and administrative duties. Define and implement operational goals and objectives for the District Office; conducts various personnel matters including implementation of disciplinary action, new hires/promotions, work plan and performance reviews and other Departmental policies. Serves as the main point of contact for local governments, planning organizations and the public as it relates to roadway and development activities within the specific District. Review and approve driveway permits, encroachments, and subdivision plans from concept through design to construction acceptance. Review and comment on traffic impact analysis reports, oversize/overweight permits, right of way disposals, control of access modifications, and road addition/deletion petitions. Prepare technical letters and reports and attend meetings and comment on planning/zoning cases involving developers and government officials. Review thoroughfare plans, roadway construction plans, specifications, materials testing results, agreements/provisions for accuracy and completeness; develop and maintain official records of the State road system; monitor and report on project status; provide oversight of budget administration as it relates to area of assignment and ensure that fiscal rules and regulations are interpreted correctly. Knowledge Skills and Abilities/Management Preferences Knowledge, Skills and Abilities / Competencies: Salary Grade and Salary Range: NC23 / $78,579.00 - $153,228.00 Management prefers applicants with the following: Experience making recommendations and decisions for simple and complex projects. Customer service experience with internal and external customers including Division personnel and management, Municipal and County governments, consultants, and contractors, elected officials and the general public including explaining engineering concepts to various customer groups. Experience in reviewing project plans and specifications for compliance with all applicable design and safety standards. knowledge and understanding of engineering concepts, practices, and theories used in the project development and construction engineering of bridges and roadways. Experience supervising permanent employees, contractors, and/or consultants. Additional Expectations: Preference will be given to registered Professional Engineers. Employee will traverse uneven and difficult terrain. Must be able to operate motor vehicle safely in all kinds of weather, including snow and ice. Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
