Summary
- The IT & Security Systems Administrator is responsible for the strategic and operational oversight of Ibero’s technology infrastructure, safety and security systems, and related vendor partnerships. This position ensures the agency’s IT and physical security environments are reliable, secure, cost-effective, and aligned with organizational and compliance standards. The role includes financial oversight of technology and security budgets, cost projections, and the coordination of external service contracts.

- IT Infrastructure Oversight
- · Provide strategic oversight of Ibero’s IT infrastructure, ensuring reliability, security, and scalability across all programs and locations.
- · Ensure that hardware, software, network, and server installations, upgrades, and maintenance are executed effectively by the IT team and Managed Service Provider (MSP).
- · Maintain accountability for accurate agency-wide IT and security inventory records, delegating daily tracking and updates to IT team.
- IT Security & Compliance
- Implement and maintain cybersecurity measures to protect agency data, networks, and devices.
- Coordinate incident response and recovery efforts with internal leadership and external security partners.
- Ensure compliance with applicable industry standards, privacy laws, and data protection requirements (e.g., HIPAA, OPWDD, OMIG).
- Develop and update agency-wide technology, safety, and data protection policies as needed.
- Disaster Recovery & Business Continuity
- Develop and maintain disaster recovery and business continuity plans to ensure minimal disruption during system outages or emergencies.
- Conduct periodic testing and documentation reviews to maintain readiness.
- Training & Development Oversight
- Identify training needs and provide technical development opportunities for IT staff and end-users.
- Support ongoing education around cybersecurity awareness and data protection for all staff.
- Financial Oversight & Budgeting
- Develop, manage, and monitor annual IT and security budgets, including forecasting, cost projections, and variance analysis.
- Collaborate with Finance to ensure proper allocation of technology-related expenses, tracking of capital projects, and timely payment of vendor invoices.
- Prepare financial reports on technology expenditures, upcoming renewals, and return-on-investment analyses for leadership review.
- Negotiate contracts, renewals, and service agreements to ensure fiscal responsibility and operational efficiency.
- Vendor & Contract Management
- Review and evaluate vendor performance, ensuring service standards and cost-effectiveness.
- Coordinate all renewals, replacements, and lifecycle upgrades in collaboration with Finance and CAO.

- The employee exercises considerable initiative in setting priorities within the framework of the agency’s policies and procedures. The individual must be resourceful and able to display initiative and understanding of management systems and interpersonal relations. Evidence of self-motivation and ability to work independently is a must.

- Requirements
Skills and Abilities
- · Bachelor’s degree in Information Technology, Computer Science, or related field;
- · Minimum 5 years of progressive IT administration or management experience, including vendor and budget oversight.
- · Knowledge of network systems, server management, cybersecurity protocols, and physical security systems.
- · Demonstrated experience managing cross-departmental projects and vendor contracts.
- · Excellent communication, budgeting, and organizational skills.
- · Bilingual (English/Spanish) preferred.
- · A combination of training and experience other than the specified, if judged to be adequate for the job, may be accepted by the President and CEO
Physical Demands
- The position does require occasional standing, squatting, lifting of up to approximately 30 lbs. and frequent sitting.
