  • CED strives to pay a competitive wage in the industry and regional market. The pay range for this exempt position is $84k - $108.5k. JOB SUMMARY

  • The Contracts Manager provides responsible advice and counsel on a wide range of contractual, financial, and business issues from proposal development and submission through contract performance. Through the negotiation and establishment of contract requirements, is instrumental in maximizing profits while reducing costs while adhering to company policies, legal requirements, and customer specifications.
  • ESSENTIAL JOB FUNCTIONS
  • Act as the primary interface with the customer (US Government or Contractor) in fact-finding, proposals, formal contract/subcontract negotiations, contract awards, and throughout the project for all communication
  • Understand FAR and DFARS requirements of the contract, assuring compliance with applicable federal regulations
  • Negotiate contractual documents, terms & conditions, as well as pricing, within the business goals, and documents the substance of discussions, agreements, and results
  • Review final contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance
  • Represent Contract Management on proposal and program teams
  • Monitor program performance for scope changes and manages contract change process by working with Program Management, Engineering, Finance, and other disciplines to mitigate performance risk
  • Advise and support stakeholders on issues / developments relative to assigned contracts
  • Build and maintain trusting and transparent customer relationships to further CED’s business objective
  • Draft and negotiate contractual instruments, as needed
  • Review contract status reports for accuracy and take appropriate action to correct or validate data in accordance with departmental procedures

  • Requirements
  • EDUCATION
  • Bachelor's degree or an equivalent combination of education and experience required
  • Related contracts/subcontracts coursework is preferred
  • EXPERIENCE
  • Minimum of 3 years direct contracts experience; in lieu of 3 years direct experience, 1 year of contracts management within the Aerospace and Defense industry may be considered
  • SKILLS and QUALIFICATIONS
  • Lawful permanent resident of the United States (ITAR restrictions)
  • Must be eligible to possess explosives under the Safe Explosives Act of 2003 (as amended) as required by the Bureau of Alcohol, Tobacco and Firearms (BATF) for all employees of Chemring Energetic Devices
  • Strong understanding of the contract life cycle, types of contracts and applicable government regulations and contracting requirements
  • Ability to use and navigate internal and customer systems, such as D365, Exostar, WAWF, E-Tools, etc.
  • Professional certification from NCMA is desirable (e.g.: CCMA, CPCM, CFCM, CCCM)
  • Proficiency in Microsoft Office and D365
  • Demonstrated ability to handle multiple tasks/projects simultaneously
  • Solid interpersonal skills with ability to easily communicate, interact, and build relationships with others
  • PHYSICAL AND OTHER REQUIREMENTS
  • Lifting, carrying, pushing, pulling, or otherwise moving objects, weighing up to 20 pounds occasionally and/or a negligible amount of weight frequently. Involves sitting much of the time but may involve walking or standing for brief periods of time. Use of computer.
