We are an independent and insured auditor of Automated Employment Decision Tools under NYC Local Law 144. We are hiring a contract Data Scientist for repeat work. Our goal is a long-term relationship with someone who is fast, reliable, accurate, and security-minded. If the first engagement meets our quality, speed, and security standards, we will rehire for multiple roles per month. Scope and Responsibilities: Profile employer datasets across up to four (4) funnel stages (e.g., screen, interview, assessment, selection). Compute selection rates and impact ratios for sex and race/ethnicity, with targeted intersections when appropriate. Disclose unknowns, flag small sample limitations, and note any categories that are under 2% of the sample. Work within our version control (Git) and documentation standards. As our foundational data scientist, collaborate on creating the initial "AEDT Audit Checklist" and a reusable notebook template that we will use for all future audits. Deliverables: Reproducible notebook (Python/R) and any configuration files. A short methods memo. Summary-ready tables and simple figures. Data dictionary for all fields used in the analysis. A change log of any edits or reruns. The Analyst Brief: A 2-3 page memo summarizing methods, key results, caveats, and suggested language snippets so we can draft the final public summary, candidate notice, and executive report. One live walkthrough (30-45 minutes, recorded) to review the brief and notebook, plus one revision cycle. Engagement, Fees, and Incentive: This is a fixed-fee-per-role engagement. We write the final client-facing reports. Fixed Fee: $1,700 per role (for the scope defined). Included Time: Up to 13 hours. Overage Rate: $145/hour. All overage time requires prior written approval. Completion Bonus: A bonus will be offered for high-quality, on-time delivery that passes internal checks within the 13 included hours. Long-Term Pipeline: We reward strong, efficient performers. We anticipate a steady pipeline of work and will build our core team from our first successful contracts. Guardrails and Quality: Overage Approval: No overage work may begin without written approval that states the task, expected hours, and a not-to-exceed amount. Overage may not exceed two (2) hours without a formal, signed change order. Error Correction: Time spent fixing the analyst’s own mistakes or errors is not billable as overage. Data Quality: The fee includes handling one (1) clean re-export for column fixes. More than one re-export, cross-vendor data merges, or extensive remapping will trigger the overage approval process. Scope Boundary: The fixed fee covers one (1) role and up to four (4) stages. Security: You must use multi-factor authentication, encrypted storage, and ensure no local persistence of client data post-project. Sending client PII to public LLMs is forbidden. Any AI-assisted steps must be noted. Insurance & Independence: You must provide a certificate of insurance (Tech E&O and Cyber) or a clear timeline to obtain it before data access. You must confirm independence and no conflicts of interest. You will sign our security rider and confidentiality agreement. Must-Have Qualifications: Proven experience with selection rate and impact ratio analysis in an EEOC / UGESP framing. Expert-level Python (pandas, NumPy, statsmodels/scikit-learn) and SQL. Proficiency with reproducible notebooks (Jupyter/VSCode) under Git version control. Clear, concise writing style for executive audiences and an ease with templates. Strong, demonstrable security habits and clean data handling workflows. Nice-to-Have: Direct experience supporting NYC Local Law 144 audits. Familiarity with ATS (Applicant Tracking System) or staffing datasets. What to Include in Your Proposal: A short note addressing your "Must-Have" qualifications.
