Job Summary Job Description Overview The Continuous Improvement Specialist is primarily responsible for ensuring implementation and effectiveness of the department performance, data analysis and visualization to establish a continuous performance and process improvement. This role contributes and leads specific deliverables identified, and provides technical support, training, workshops and mentoring as necessary. This position will be unique to the Admin and Operational Support Team for Information Technology Services. Continuous Improvement Specialist for Information Technology Services: The selected candidate must have experience in one or more of the following areas: Process Improvement Project Management Change Management Data Analysis Improvement Essential Functions 1. Manages performance alignment to strategic priorities to ensure data consistency and reliability. 2. Conducts staff workshops and training on the evaluation of programs and services. 3. Utilize data analysis tools to identify improvement opportunities in different areas. 4. Manages and consults on the identification and development of program and service objectives working closely with Department. 5. Work on the development and documentation of City of Dallas Data and Performance manual and other core documents as needed. 6. Coordinates the issuance of various survey and evaluation tools, including the Community Survey (residential and business). 7. Uses statistical tools to identify, analyze, and interpret patterns and trends in various data sets. 8. Evaluates and prepares data reports and visualizations to identify trends, patterns, and predictions. 9. Manages and designs the performance reporting environment, including data sources, security, and metadata. 10. Ensures that all information required for partnership data programs are updated consistently and on time. 11. May perform other duties as required. 12. Regular, reliable, and punctual attendance is an essential function of the job. Knowledge and Skills 1. Knowledge, exposure, or expertise in data and performance principles, such as continuous improvement, complex problem solving, cost benefit analysis, project management, statistics, operations research, data mining, regression analysis, forecasting, quality control / statistical process control, process, or value stream mapping. 2. Must be proficient in Microsoft Office suite programs (Excel, Project, Access, etc.) 3. Communication skills that demonstrate the ability to develop consensus among several cross functional teams. 4. Strong interpersonal skills with the ability to work independently or in teams. 5. Results driven with the ability to manage projects & initiatives to completion. 6. Ability to drive project implementation working with diverse internal customers. 7. Analytical and data driven demonstrated experience in at least some of the following areas: databases, statistics, and research methods. 8. Advanced knowledge and skills on common software (such as, Office 365 applications, Tableau, Access, Excel). 9. Ability to diplomatically interact with city officials. 10. Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees, and the public. MINIMUM QUALIFICATIONS EDUCATION Bachelor's degree (or higher) in public administration, business, or data analysis and performance or related field. EXPERIENCE Four (4) years of related experience. EQUIVALENCIES High school diploma or GED plus eight (8) years of the required experience will meet the education and experience requirements. Associate degree in any field plus six (6) years of the required experience will meet the education and experience requirements. Bachelor's degree (or higher) in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements. Master's degree (or higher) in a specified field plus two (2) years of the required experience will meet the education and experience requirements. PREFERENCES A current Agile or Scrum certification is preferred. A current Project Management Professional (PMP) certification preferred. Salary Range $73,584.79 - $91,980.98 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
