I am seeking a California licensed Professional Civil Engineer for a focused, desktop based analysis of a residential property in Oakland. The goal is to confirm whether all realistic building pads on the parcel lie outside the FEMA Zone A flood hazard boundary using FEMA FIRM data. This will help determine whether the site could qualify for a small lot subdivision under California SB 684. This is a feasibility screening only, not design work, and no site visit is required. APN and maps are available on request. Scope of Work: - Pull and review the FEMA Flood Insurance Rate Map panel for the parcel. - Overlay the FEMA Zone A boundary onto the parcel using GIS or similar software. - Identify which portions of the property could support a building pad outside the Zone A area. - Provide a brief written conclusion about potential SB 684 eligibility based on the flood boundary. - List any recommended next steps. Deliverables: - GIS overlay or annotated image showing the Zone A boundary relative to the parcel lines. - One page written conclusion summarizing findings and SB 684 eligibility. - A stamped letter is preferred, but not required for this screening. Key Requirements: - California Professional Civil Engineer license. - Experience with FEMA FIRM panels and infill development. - Ability to complete precise desktop analysis without a site visit.
